For the second time in a month, the U.S. Supreme Court is hearing arguments in a case related to federal oversight of elections: a challenge to the 1993 National Voter Registration Act by the state of Arizona. But late last month, the court heard arguments around a provision of the 1965 Voting Rights Act. The latter requires jurisdictions with a history of racial discrimination - primarily in the south - to seek federal approval before making any changes to election laws. Certain counties have argued the law is now outdated. But Connecticut Secretary of State Denise Merrill says the law is still needed to prevent discrimination.
