In Washington, D.C., this week, the Senate Judiciary Committee approved a bill that would increase penalties for people who buy guns for others, who are barred from purchasing firearms themselves. It will be another week before members take up the next
three gun bills. NEPR commentator and Pulitzer Prize winning journalist Phillip Caputo  says we've been waiting too long already for serious policy change.
