In Connecticut, 2007 was shaping up to be the year of univeral healthcare at the State Capitol. Instead, it may end up being the year of public education. Governor Jodi Rell laid out her two-year, $34 billion spending plan yesterday. As WFCRr's Av Harris reports, Rell surprised Democratic and Republican lawmakers by calling for new taxes to fund a record increase in aid to public schools.
