Budget Woes in Massachusetts

We're just a few days into the new calendar year, but fiscal year 2009 is already half-over. It started last July first. And with a state budget that officials say is as much as a billion dollars out of balance, decisions about where to make cuts will be twice as difficult, because half the year is already gone. Michael Widmer heads the Massachusetts Taxpayers Foundation, a business-supported, non-partisan group. He says with half the budget untouchable, because the spending is mandated by law or the state constitution, there will be no easy place for Governor Patrick to make cuts...
