Budget Woes in Massachusetts

We're just a few days into the new calendar year, but fiscal year 2009 is already half-over. It started last July first. And with a state budget that officials say is as much as a billion dollars out of balance, decisions about where to make cuts will be twice as difficult, because half the year is already gone. Michael Widmer heads the Massachusetts Taxpayers Foundation, a business-supported, non-partisan group.
