Massachusetts Governor Deval Patrick delivered his sixth annual "State of the Commonwealth" address to the legislature on Beacon Hill last night. Using the response to the June First tornadoes that swept through western Massachusetts last year as a metaphor for communal effort in the Bay State, he touted what he called the state's relatively robust economic performance through the recession, called for changes in the community college system he says would help workers train for available "middle skills" jobs, sought changes in health care finance, and proposed reforms in mandatory sentencing laws he says would keep violent offenders off the streets, while easing unfair penalties for lesser crimes.
