Legislators on Beacon Hill this week will start to cull through the many proposals offered by Governor Deval Patrick in his State of the State address last week. Upstaging that news late in the week was Lt. Governor Tim Murray's unexpected announcement that he would not run for governor in 2014. State House News Service's Matt Murphy told New England Public Radio's Susan Kaplan that the move surprised almost everybody.
