Springfield, MA Just hours before President Bush's speech to the nation Wednesday night detailing his plan to raise the number of American troops in Iraq, house speaker Nancy Pelosi announced that the house would force a non-binding vote on the plan as early as next week. Massachusetts congressman Richard Neal of Springfield says that Congress could step in to stop President Bush from moving forward with the troop "escalation."
