Revitalizing Springfield-A New Proposal

Bo Zhao a senior economist at the Federal Reserve Bank of Boston's New England Public Policy Center speaks at a municipal aid forum in Springfield tomorrow. Zhao's working on ideas to revitalize the city. He told WFCR's Susan Kaplan about a new formula he calls-the municipal gap-that measures the need of a community's aid based on local economic and social characteristics which Zhao says are outside the control of municipal officials.
