Springfield Finance Control Board Tours Dilapidated Buildings

A state-appointed Finance Control Board is overseeing the economically-strapped city of Springfield, Massachusetts. City officials believe improving neighborhoods is an important priority, so councilor Bud Williams organized a tour of dilapidated buildings. WFCR's Amy Mayer went along and has this report.
